Movistar y sus revendedores de móvil, ¿ha merecido la pena la sanción de la CNMC?

En la "Resolución del procedimiento sancionador incoado a la entidad Telefónica Móviles España, S.A.U. por el incumplimiento de sus obligaciones en materia de numeración y portabilidad" del 8 de Septiembre de 2016, la CNMC explica las razones para sancionar a Movistar por haber permitido/fomentado la reventa de sus servicios móviles por parte de varios operadores desde el año 2008.
Los detalles podéis leerlos directamente y muy bien explicados en la resolución de la CNMC. Como resumen muy rápido:
  • Movistar firmaba con estos revendedores un contrato de integración de sistemas, permitiendo que estos revendiesen (poniendo las líneas minoristas a su nombre, y no al del usuario final), aportasen valor añadido, y mejorasen con sus tarifas las estándar de Movistar.
  • Debido a que la titularidad de la línea ya no es del usuario final sino del revendedor, cuando el usuario final quiere hacer una portabilidad saliente del revendedor/Movistar, se "idea" un sistema consensuado entre revendedor y Movistar para la gestión de portabilidades que no cumple con los procedimientos establecidos en las Especificaciones Técnicas de Portabilidad Móvil.
¿Qué sentido tiene que se fomente por parte de un operador radio la reventa irregular de servicios móviles?
Pero la pregunta que yo me hago es, ¿ha merecido la pena para Movistar la sanción de la CNMC?
¿Para disponer de 50k-100k líneas móviles gestionadas por revendedores ha merecido la pena todo esto?
No hubiese resultado muy difícil para Movistar haber desarrollado un modelo de "Branded Reseller" que cumpliese la regulación. Pero entiendo que desarrollar ese modelo de partnership (100% legal a nivel regulatorio) con empresas tan pequeñas no hubiese tenido mucho sentido a nivel estratégico...

The 7 best African countries for international voice from USA

On my last post (International voice traffic from USA: 7 countries for a $1.6 billion market) I took a look at the 7 largest countries where voice traffic from USA is terminated:
  • 2 countries from North America: Canada and Mexico.
  • 3 countries from Latam and Caribe: Colombia, Cuba and Honduras.
  • 2 countries from Asia: India and Philippines.
However, where I enjoy the most providing international voice termination to USA retailers is to African countries where competition from other carriers is not that high...
African countries usually:
  1. Are eager to collect telecom taxes from operators in order to finance their infrastructures.
  2. Have very high MTR's (Mobile Termination Rates) that are strictly regulated and increased from time to time.
  3. Strongly persecutes grey routes (like SIMboxes).
The 7 largest African countries for USA-originated voice traffic (according to 2014 official data) are:
  • SENEGAL: 46.5M USA annual revenue -> 78k daily minutes at an average of 30.45 $cent/min.
  • MOROCCO: 31.8M USA annual revenue -> 50k daily minutes at an average of 25.10 $cent/min.
  • GHANA: 24.1M USA annual revenue -> 147k daily minutes at an average of 18.84 $cent/min.
  • GAMBIA: 21.8M USA annual revenue -> 39k daily minutes at an average of 60.39 $cent/min.
  • SUDAN: 21.6M USA annual revenue -> 60k daily minutes at an average of 23.73 $cent/min.
  • ETHIOPIA: 21.0M USA annual revenue -> 181k daily minutes at an average of 21.31 $cent/min.
  • MALI: 17.2M USA annual revenue -> 70k daily minutes at an average of 26.98 $cent/min.
As you can see these 7 countries have an average minute cost extremely high compared to North America, Latam or Asian countries (only similar to Cuba).
And, perhaps this is the main reason why I love voice traffic to Africa: there are much less competitors providing high quality routes suitable for retail.
Retailers from USA just need perfect quality routes to Africa, and they are not so easy to get these days!
Unprofessional carriers try to make their profit blending their CLI routing with grey routes or exchanging loop traffic with other operators. This causes really low quality routing, totally unsuitable for retailers with their own organic traffic.
And, as you probably know, since 2010 Senegal and Mali are my favorite African countries for terminating pure retail traffic from US retailers.

International voice traffic from USA: 7 countries for a $1.6 billion market

According to international retail traffic reports from USA licensed carriers, in 2014 these 7 countries alone meant a $1.6 billion market for international voice traffic:
  • MEXICO: 394M USD annual revenue -> 55.08M daily minutes at an average of 1.96 $cent/min.
  • INDIA: 359M USD annual revenue -> 57.54M daily minutes at an average of 1.71 $cent/min.
  • CANADA: 285M USD annual revenue -> 32.87M daily minutes at an average of 2.37 $cent/min.
  • CUBA: 227M USD annual revenue -> 1.03M daily minutes at an average of 60.71 $cent/min.
  • PHILIPPINES: 165M USD annual revenue -> 4.55M daily minutes at an average of 9.91 $cent/min.
  • COLOMBIA: 109M USD retail revenue -> 6.49M daily minutes at an average of 4.61 $cent/min.
  • HONDURAS: 102M USD retail revenue -> 2.11M daily minutes at an average of 13.24 $cent/min.
